Blogger/Blogspot blogs have been a good tool for spamming lately and although blogger team has given a default navbar in the top of the blogs, where there is an option to flag the blog as spam, still there is a trick to remove the navbar, and this is being used by most of the blogspot bloggers.
This was not a bad thing earlier, but the removal of navbar has become an extreme problem these days for fellow bloggers who visits a spam blog but does not find the navbar to flag it as spam.
For those who can’t report through the navbar, here is what they have to do -
Go Here and submit the blog, and everytime, a single blog can be reported.
Spam blogs cause various problems, beyond simply wasting a few seconds of your time when you happen to come across one. They can clog up search engines, making it difficult to find real content on the subjects that interest you. They may scrape content from other sites on the web, using other people’s writing to make it look as though they have useful information of their own. And if an automated system is creating spam posts at an extremely high rate, it can impact the speed and quality of the service for other, legitimate users.
Help us to make Blogger and Blog*Spot spam-free by reporting spam blogs below. Please submit each blog only once. While we don’t reply to individual reports, we will review every submission as soon as possible and take action as necessary.
So its not totally impossible reporting a blogspot blog as a spam, when you see its potentially needed to be reported.
why would I care about reporting some blog as spam?

There are quite few other ways of doing it too. Like for wordpress blogs, most of the blogs use Akismet so letting Akismet know about any blog would be a great thing, so it would automatically add the mentioned blog to the blacklist.
